Fatshimétrie, July 23, 2024 – A major announcement recently shook the scenes of the Directorate General of Revenue of Kinshasa (DGRK) as the director general, Michée Musaka, unveiled the implementation of a new scale of mobilization bonuses for revenue for agents and executives of the tax administration of the Congolese capital.
This strategic decision follows the stated desire to reduce pay gaps between different levels of staff. Indeed, the new scale aims to resolve the dissatisfaction and imbalances that had been created within the organization.
Concretely, this new scale provides for significant bonus increases for agents and executives of the DGRK, varying between two million five hundred and eighty-two thousand eight hundred Congolese francs and five hundred sixty-six thousand four hundred and ninety-five Congolese francs. A salary development which marks a major turning point in the remuneration policy of the Kinshasa tax administration.
The execution of this new scale will be spread over several months, with a first increase of fifty percent from August 2024. The following months will see agents benefit from the rest of the increase, until January 2025. An approach progressive which aims to ensure a smooth transition to this new revenue mobilization bonus system.
The heads of administrative and financial services have been expressly tasked with ensuring the effective implementation of this decision. It should be noted that the establishment of this new scale was the result of negotiations carried out by the general director with representatives of the various union groups, in the interests of transparency and consultation.
This announcement undeniably marks a turning point in the DGRK’s remuneration policy and demonstrates the desire of the Kinshasa tax administration to ensure better pay equity within its teams. DGRK agents and executives will thus be able to benefit from increased recognition of their work and remuneration more in line with their responsibilities. A positive development which will not fail to strengthen the motivation and commitment of the teams serving the mobilization of public revenues in the Congolese capital.
