“Distribution of seats by electoral constituency in the DRC: towards a new organization of legislative and municipal elections”

The government of the Democratic Republic of Congo has just adopted the bill on the distribution of seats by electoral district for the legislative, provincial, municipal and local elections. This decision follows the presentation of the project by the Deputy Prime Minister, Minister of the Interior, Security and Customary Affairs, Peter Kazadi, during the meeting of the Council of Ministers of May 25, 2023.

The Independent National Electoral Commission (CENI) drafted this law according to the results of the revision of the electoral register including the prior identification and enrollment of voters in three operational areas. Seats are distributed in accordance with the results of this review, with the exception of territories located in operational areas affected by insecurity resulting from armed violence, where seats are determined according to pre-existing law.

The government must now submit this bill to the National Assembly for adoption before it is sent to the Senate for a second reading. The Independent National Electoral Commission hopes that this law will be adopted between June 1 and 15, 2023, in accordance with the 2023-2024 electoral calendar.

This law is one of the key elements in the constitution of the electoral register and the organization of legislative, provincial, municipal and local elections as well as the elections of governors and senators.

The latest political news in the DRC shows a strengthening of the Congolese opposition, which is trying to organize itself to confront the regime in place. Electoral disputes have also erupted in some parts of the country, revealing the political tensions that persist.
