The humanitarian situation in the Democratic Republic of Congo continues to be marked by an unprecedented crisis, with an alarming number of internally displaced people living in extremely precarious conditions. Recent data reveals a dire shortage of humanitarian funding, highlighting the major challenges facing residents in the east of the country.
With more than 7 million internally displaced people, including an additional 250,000 people displaced this year alone, the region is plagued by incessant violence perpetrated by an alarming number of armed groups. This escalation of violence has further complicated access to humanitarian aid, highlighting the need for an urgent and effective response to meet the vital needs of affected populations.
Despite funds allocated for social and humanitarian affairs, the amount actually spent remains well below the pressing needs of internally displaced people. With only 19% of the planned budget used, the figures reveal a glaring mismatch between allocated resources and the real needs of populations affected by the crisis.
As the National Assembly’s budget sees substantial increases, it is imperative to reconsider public spending priorities to ensure adequate and equitable humanitarian assistance. Significant budgetary reforms are needed to promote policies of distributive justice and national solidarity, thus providing essential support to displaced people in eastern DRC.
To meet the basic needs of displaced populations, a more significant humanitarian allocation is essential, with an estimate of $2 per day per person. Annual funding of around $3 billion would be necessary to cover all needs, including infrastructure and travel for affected populations.
Faced with this humanitarian crisis of unprecedented scale, it is imperative to act decisively to mobilize the necessary resources and implement national solidarity policies. The Congolese state must intensify its efforts to respond to the urgent needs of internally displaced persons, by guaranteeing equitable and sustainable humanitarian assistance.
