The political scene in the Democratic Republic of Congo is experiencing significant progress, but remains marred by certain gray areas, particularly with regard to the draft law relating to the distribution of seats for the next elections. Adolphe Muzito, former Congolese Prime Minister, published a forum to share his observations on this subject.
He points out that two hypotheses present themselves: the adoption of the law with an option of subsequent voter registration in the territories of Masisi, Rutshuru and Kwamouth or the adoption of the law with the option of non-registration of voters in these territories. In the first case, the CENI electoral file would be partial and incomplete, implying a new file with new recruits and a new distribution of seats, making it irrational to convene the electorate for June 25, 2023.
In the second case, it would be necessary to organize a popular consultation on the question, to revise the electoral law and to apply a new distribution of seats, consecrating the partition of the country. Adolphe Muzito proposes a legal and republican way out for the Sacred Union: fulfilling the conditions necessary for a transparent, inclusive and peaceful electoral process.
In short, the political situation in the DRC is complex and presents major challenges. However, advances in some areas such as education and entrepreneurship show that civil society is active and mobilizing for a better future.
