Local Development Program in the DRC: site inspection reveals challenges and optimism for the transformation of territories

The evolution of the Local Development Program of the 145 territories of the Democratic Republic of Congo (DRC) is a major concern for the General Inspectorate of Finance (IGF). This project, launched by President Félix-Antoine Tshisekedi Tshilombo, aims to promote the development of the country from decentralized territorial entities.

On Tuesday, July 25, 2023, a high-level delegation from the IGF visited several territories and villages in the province of Kasai Oriental to assess the progress of the work. This visit made it possible to observe the reality on the ground and to identify the challenges encountered.

The state of progress of the works in the territory of Tshilenge was disappointing, with the destruction of the administrative building under construction by the local population. This destruction is due to the use of fired bricks instead of cement bricks. IGF inspectors also noted the advanced state of disrepair of National Road No. 1 at the entrance to Lomami province.

Despite these difficulties, the delegation remains optimistic about the completion of the work and the positive impact it will have on development. Victor Batubenga, Deputy Head of Department of the IGF, underlines the importance of this work to provide good conditions of education, health and work to the inhabitants of the territories concerned.

The IGF also ensures that contractors use the necessary materials and the quality of the works under construction. The inspectors are equipped with instruments allowing them to check the dimensions of the reinforcements and the strength of the concrete used.

The visit continued in other territories such as Katanda, Bibanga and Manda, where work has also progressed despite the constraints related to the delivery of construction materials.

The objective of this Local Development Program is to transform these territories into real development poles, with quality schools, accessible health centers and optimal working conditions for local officials.

This evaluation carried out by the IGF makes it possible to closely monitor the execution of this ambitious program and guarantee its success. The development of these territories is essential for the DRC, and the government is determined to put in place the conditions favorable to their growth and prosperity.
