“IGF inspection reveals persistent problems in the local development program of the 145 territories: investigation into the quality of the work and the use of public funds”

The evolution of the local development program for the 145 territories (PDL-145T) is of concern to the General Inspectorate of Finance (IGF), a service attached to the Presidency of the Republic. According to a recent inspection carried out in the province of Kasaï-Oriental, disappointing observations were made regarding the progress of the work and the quality of the works.

The IGF inspection in the territories of Kasaï-Oriental revealed some major problems. In the territory of Tshilenge, for example, the inhabitants expressed their dissatisfaction by destroying a fired brick administrative building, which should have been constructed of cement blocks. This lack of construction compliance raises questions about the quality of work in other regions.

In addition, the advanced deterioration of National Road No. 1, noted during the inspection near Lomami province, highlights the challenges facing road infrastructure. These problems of delivery of construction materials and cost management were also highlighted in other localities visited by the IGF delegation.

Despite these difficulties, Victor Batubenga, deputy head of the IGF, remains optimistic about the end of the works and the positive impact they will have on the development of the territories. However, he stresses the need to verify the quantity and quality of the materials used by the contractors to avoid any misappropriation of funds.

As part of this inspection, the IGF has building engineer inspectors equipped with instruments allowing them to assess the quality of the works under construction. This ensures that building standards are met and that infrastructure meets the needs of residents.

The Deputy Territory Administrator of Katanda Territory also expressed his satisfaction with the progress of the works despite the difficulties encountered. He stresses the importance of these investments to improve the educational and health conditions of the local populations.
