Public spending on electoral matters in the Democratic Republic of Congo continues to arouse interest and debate. As part of the “Coalition Support Project for the National Observation of Elections in Congo (Paconec)”, Democracy Reporting International (DRI) worked in collaboration with Congolese civil society platforms to strengthen their capacities to observe and analyze the electoral process in a professional manner. Monitoring the media during the campaign and public electoral spending were key aspects of this project.
Thanks to this project, the citizen electoral observation mission “Regard Citoyen” was able to observe all the electoral operations carried out by the Independent National Electoral Commission (Ceni), from the revision of the electoral register to the proclamation of the final results of the elections. of December 2023. In this context, the Center for Research in Public Finance and Local Development (Crefdl), Paconec partner, carried out a careful audit of public expenditure in electoral matters, leading to the publication of a final report.
It is important to emphasize that the conclusions of this study are the exclusive responsibility of Crefdl and do not necessarily reflect the views of DRI or its funders. DRI respects the expertise and independence of its partners in their work and analyses.
These recent publications on public spending in electoral matters are arousing growing interest and some controversy. It is essential to delve deeper into these topics and continue to closely observe the electoral process in the Democratic Republic of Congo. The results of these observations and analyzes contribute to strengthening transparency and accountability in the electoral field, thus promoting citizen confidence in the democratic system.
In conclusion, the project of DRI and its Congolese civil society partners aims to promote a transparent and inclusive electoral process by strengthening the observation and analysis capacities of local actors. Public spending on elections is a crucial aspect of this process and deserves special attention. The results of these analyzes contribute to enriching public debate and strengthening democracy in the Democratic Republic of Congo.
