Title: Distribution of electoral seats in the DRC: the New Elan party denounces an irregularity
The government of the Democratic Republic of the Congo recently adopted a bill on the distribution of electoral seats for legislative, provincial, municipal and local elections. However, this distribution has been criticized by Adolphe Muzito, president of the Nouvel Élan party, who claims that it is tainted with irregularities.
Muzito pointed to the fact that the Independent National Electoral Commission (CENI) was asking for a nationwide sacrifice so that provinces that were not fully enlisted could benefit from the solidarity of other provinces. In other words, the distribution of seats was made on the basis of a reduced quotient to satisfy certain provinces, to the detriment of others.
Muzito also pointed out that a new electoral file would emerge following the enrollment of the two provinces which were not taken into account in the current electoral file. This will have an impact on the number of seats to be allocated and the distribution of seats across electoral constituencies.
The president of the New Elan therefore called on the CENI to review this distribution of electoral seats which, according to him, is provisional, and to rectify this error in order to obtain a definitive electoral file.
This distribution of electoral seats is a major challenge for the DRC, which hopes to organize harmonized and transparent elections, thus allowing a peaceful democratic alternation in power.
