UN resolutions on the DRC: a critical look for a prosperous future

Julien Paluku’s latest work, “Annotated collection of resolutions of the General Assembly and the United Nations Security Council on the DRC from 1960 to 2023,” was unveiled to the public in Kinshasa on Tuesday, April 16. This publication has sparked profound reflections on the implications of UN decisions on the Democratic Republic of Congo (DRC). As readers, we are invited to delve into this collection to explore the diverse political, philosophical, economic, and security dimensions of international resolutions concerning the DRC.

The author, a former governor of North Kivu now pursuing a doctoral degree in political and administrative sciences at the University of Kinshasa, meticulously analyzed 156 UN resolutions pertaining to the DRC. Through a rigorous analytical approach, Julien Paluku raises pivotal questions regarding the efficacy of these resolutions in addressing the challenges faced by the DRC, and examines how the country has benefitted from these international mandates.

Paluku’s book sheds light on UN recommendations aimed at reforming the Congolese security apparatus. He underscores the shared responsibility between the international body and national stakeholders in implementing these reforms. Instead of merely criticizing, the book presents avenues for contemplation and action to maximize the potential of UN resolutions.

The contribution of Vital Kamerhe, former Deputy Prime Minister of the Economy, as the preface to the work, underscores the challenges associated with formulating and executing international resolutions concerning the DRC. While obtaining resolutions is crucial, their effective implementation poses a persistent challenge.

Ultimately, Julien Paluku’s work underscores the significance of comprehending and interpreting these resolutions to derive concrete and beneficial actions for the DRC. Through his analytical and critical approach, the author urges both local and international actors to explore the mechanisms for implementing UN resolutions, aiming to foster a more stable and prosperous future for the country.
