“Management of State Examination fees in the DRC: Investigation into suspicions of embezzlement”

The management control of participation fees in the State Examination in the Democratic Republic of Congo raises serious concerns within the General Inspectorate of Finance and the Court of Auditors. This mission, initially entrusted to the IGF, was extended with the involvement of the Court of Auditors following suspicions of embezzlement. The authorities have decided to investigate the management of fees paid by secondary school finalists to the General Inspectorate of Primary, Secondary and Technical Education for the 2022 and 2023 editions of the State Exam.

This initiative, supported by the Presidency of the Republic, aims to understand the use of funds allocated to the organization of the exam. By involving magistrates and auditors from the Court of Auditors in this process, the authorities intend to guarantee transparency and integrity in the management of resources allocated to education.

It is essential to emphasize that the State Examination is of capital importance in the Democratic Republic of Congo, both for students and for educational authorities. However, recent allegations of embezzlement highlight the need for careful verification of every penny paid by students’ families.

With this in mind, the joint mission of the IGF and the Court of Auditors appears to be a crucial step in restoring citizens’ confidence in the education system and strengthening the fight against corruption. Transparency and accountability must be the watchwords of all management of public funds, particularly in the field of education which directly impacts the future of the nation.

It is therefore essential that the results of this investigation are presented clearly and that corrective measures are taken where necessary. The fight against corruption and embezzlement must remain an absolute priority to guarantee a better future for Congolese youth and promote the sustainable development of the country.
