“The governor of Kasai Oriental requests arbitration from the head of state to resolve the dispute with the General Inspectorate of Finance”

Press release: The governor of Kasai Oriental, Patrick Matthias Kabeya, held a press conference on Saturday to take stock of the dispute between his executive and the General Inspectorate of Finance (IGF). At the heart of this dispute is a control mission of the IGF that the governor would have refused. However, during the press conference, Mr. Kabeya clarified that this mission was in fact a request from the province for a mission of supervision and recommendations. He stressed that he himself had invited the IGF to come and that the monitoring mission should not include interference in the management of the province.

The governor expressed his surprise at the freezing of the province’s accounts by the IGF, saying that this blockage came when there was a problem of quality, and not of competence, concerning the governance of the province. He said he contacted the Chief Inspector General to express his astonishment at this measure. The governor also explained that he had seized the Court of Auditors to settle this dispute with the IGF, stressing that the latter played the role of public prosecutor and had asked the IGF to stop the measure freezing the accounts.

The behavior of the IGF inspectors was strongly criticized by the governor, who accused them of being discourteous towards him and his collaborators. Faced with this situation, the governor requested the arbitration of the Head of State, Félix Antoine Tshisekedi Tshilombo, as guarantor of the proper functioning of the institutions.

This press conference took place after the closure of the popular consultations initiated by the governor of Kasai Oriental. By discussing with the population, he was able to gather the concerns of all the citizens of the province.

It is now in the hands of the Head of State to resolve this dispute between the province of Kasai Oriental and the General Inspectorate of Finance. Let’s hope that this situation will be quickly clarified and that the province will be able to continue its development in transparency and efficiency
