The citizen movement “Vijana Tulamuke RDC” recently accused the governor of Tanganyika province, Julie Ngungua, of embezzlement of public funds. According to this committed structure of civil society, the head of the provincial executive would have illegally embezzled more than 274,000 US dollars in the space of two months.
In a formal complaint filed before the Attorney General at the Court of Cassation, the movement claims that Julie Ngungua used approximately 13,000 USD intended for the transport of effigies of the Head of State from Kinshasa to Kalemie, as well as 31,000 USD for the printing of banners to promote the visibility of the Head of State.
In addition, the citizen organization accuses the governor of embezzlement of a sum of 500 million Congolese francs reserved for the reception of the President of the Republic in Tanganyika.
Beyond these accusations, the Vijana Tulamuke DRC movement also denounces embezzlement of funds intended for medical and funeral expenses, which had nevertheless been validated by the General Inspectorate of Finance. For example, the medical expenses of the governor’s chief of staff, in the amount of 61,414,020 FC, would have been validated but not collected.
The movement urges President Tshisekedi to take measures to allow an impartial judicial investigation into this case of embezzlement. He also calls for the principles of the rule of law to be put into practice and for justice not to be corrupted.
It should be noted that this is not the first time that accusations of embezzlement have targeted the governor of this province. In May 2023, the Provincial Assembly had already accused her of embezzlement of public funds and adopted a motion of censure against her. However, the Constitutional Court rehabilitated her two months later.
It is essential that measures are taken to ensure transparency and accountability in the management of public funds. Accusations of embezzlement must be taken seriously and thoroughly investigated to preserve the integrity of the public service and ensure citizens’ trust in their leaders.
