### towards sustainable stability: analysis of the declarations of the Democratic Republic of Congo
On June 9, 2025, the Democratic Republic of Congo (DRC) published an important press release through its Ministry of Foreign Affairs, where it expressed major concerns concerning regional stability, while calling for compliance with international treaties and the principles of multilateralism. This message is of particular importance in a context where geopolitical tensions in Central Africa, especially with Rwanda, are intensifying.
#### Context and regional issues
The persistent crisis east of the DRC, associated with a complex dispute with Rwanda, highlights deep historical, political and socio-economic issues. The DRC accuses Rwanda of supporting armed groups that aggravate insecurity in the region. The press release refers to resolution 2773 of the United Nations Security Council, which calls for immediate withdrawal from Rwandan forces. This raises essential questions about how regional and international actors can contribute to a peaceful and sustainable resolution of conflicts.
It is important to recognize that the DRC is sometimes in a delicate position, at the crossroads between its sovereign rights and the imperatives of regional cooperation. This dilemma is exacerbated by constantly evolving geopolitical dynamics, where natural resources, human security and human rights often collide.
#### The position of the DRC: a call to vigilance
In her statement, the Minister of Foreign Affairs, Thérèse Kayikwamba Wagner, stresses that “a legal instrument applies in its entirety, or he loses any scope”. This declaration aims to recall the need to fully respect the treaties, such as that of the Economic Community of Central African States (ECEAC), which prohibits the use of force between Member States. The highlighting of the principle of accountability in peace processes, as mentioned by Judith Suminwa, is also significant. This raises a crucial debate on the necessary accountability of states to guarantee the sustainability of agreements.
While the DRC says it is committed to the peace processes under the aegis of various international actors, the Minister expressed legitimate concerns in the face of a trend which seems to be withdrawing from commitments as soon as a requirement of responsibility is put forward. This raises a delicate question: how to establish solid bases for peace agreements in an environment where confidence is often weakened by past and present actions of the various actors involved?
#### Perspectives of dialogue and collective decisions
The situation in the DRC cannot be understood without a careful examination of regional realities. Internationally recognized institutions must play a crucial role in the reaffirmation of the values of multilateralism. This can involve increased support for peaceful arbitration mechanisms and trust initiatives between the countries of the region.
The invitation to reinforced vigilance against behaviors that weaken multilateralism highlights the collective responsibility of the Member States. In this context, it seems necessary to reflect on the way in which the countries of the region can work together to establish a climate of peace and cooperation, while respecting the principles of sovereignty and territorial integrity.
#### Conclusion: towards a mutually beneficial commitment
In short, the concerns expressed by the Democratic Republic of Congo highlight complex challenges but also possibilities for progress. Addressing crises with a desire for dialogue, while highlighting the need to respect the commitments made, can pave the way for sustainable regional stability.
Local, regional and international actors have a role to play in promoting long -term solutions that take into account the interests of each party while prioritizing peace and security. Beyond the speeches, it is a question of working for concrete actions which will strengthen confidence and will perpetuate multilateral commitments. The path is strewn with pitfalls, but sincere commitment and cooperation based on mutual respect could shed light on the future.
