**Operation Ndobo in the Democratic Republic of Congo: A firm response to the Kuluna threat**

The Democratic Republic of Congo is facing a major internal security challenge: the omnipresent presence of the Kuluna, these gangs of young delinquents who sow terror in certain provinces of the country. To counter this threat, the Congolese government launched Operation “Ndobo”, an ambitious initiative aimed at tracking down and neutralizing these criminals who endanger the peace of citizens.

Under the leadership of the Deputy Prime Minister and Minister of the Interior, Operation “Ndobo” is given the mission of strengthening the operational capacities of the Congolese National Police (PNC) in the fight against the Kuluna. Concrete measures have been taken to ensure a firm and rapid response to this scourge, in particular through the organization of mobile court hearings allowing the arrest and summary judgment of offenders.

This initiative is part of a comprehensive approach to restoring order and public security, particularly in the areas most affected by the criminal activities of the Kuluna. The objective is clear: to restore citizens’ confidence in state institutions by ensuring the protection of property and people.

Operation “Ndobo” is not an isolated action but is part of the continuity of previous efforts, such as Operation “Black Panther”, which dismantled many criminal networks in 2024. In addition, rehabilitation and social reintegration programs for young offenders are also planned, in order to offer them a second chance and a future perspective far from the world of crime.

During the Council of Ministers, the Prime Minister stressed the importance of respecting the law and human rights as part of Operation “Ndobo”. An approach that aims to reconcile the imperative of security with respect for democratic values ​​and the fundamental rights of individuals, while avoiding repressive excesses likely to undermine the legitimacy of the actions undertaken.

In short, Operation “Ndobo” represents a strong commitment by the Congolese government to guarantee the security and peace of its citizens in the face of the growing threat of the Kuluna. It demonstrates the determination of the authorities to fight crime and reaffirm the authority of the State throughout the national territory.
