The burning debate on constitutional reform in the DRC

At the heart of the political news in the Democratic Republic of Congo, an important meeting took place between Vital Kamerhe, President of the National Assembly, and President Félix Tshisekedi. This meeting was described as “rich and fruitful” by the two leaders, at the end of which crucial subjects such as the well-being of the Congolese, peace and security, as well as economic and social prospects were discussed.

One of the key points raised during this meeting was the issue of constitutional reform. Vital Kamerhe affirmed that this reform should not be considered a taboo, stressing that the Constitution clearly provides the modalities for its initiation. According to him, Article 218 details the actors authorized to launch this process, ranging from the President and the government in Council of Ministers to the chambers of Parliament and even a petition signed by 100,000 citizens. Thus, he emphasizes the fact that this approach is in line with constitutional legality.

President Tshisekedi, for his part, plans to set up a multidisciplinary commission to consider this reform. This commission, which has not yet been formed, will bring together members of all the political and vital forces of the nation, in the interests of inclusiveness and representativeness.

However, the debate around constitutional reform continues to divide the political class and civil society in the DRC. While the UDPS, the ruling party, defends the need for constitutional change to meet the expectations of the people, the opposition sees this initiative as a possible manipulation of democratic institutions. Dissenting voices, such as those of Moïse Katumbi and Martin Fayulu, have spoken out against this approach.

Faced with these divergences, Vital Kamerhe calls for serenity and constructive dialogue. He insists on the importance of guaranteeing an inclusive process that respects constitutional legality, inviting everyone to contribute thoughtfully and responsibly to this crucial debate for the future of the Congolese nation.
