The Angola-DRC-Rwanda Tripartite Summit: Hope for Peace and Stability in the Great Lakes Region

The Angola-DRC-Rwanda tripartite summit to be held on 15 December 2024 in Luanda is of particular interest due to its importance in resolving the armed conflict in the east of the Democratic Republic of Congo. Under the auspices of the Angolan mediation led by President João Lourenço, this meeting between heads of state should help lay the foundations for a lasting solution to this regional crisis.

The confirmed presence of President Félix-Antoine Tshisekedi at this summit underlines the commitment of the Democratic Republic of Congo to the Luanda process, which focuses on dialogue and regional cooperation. It is important to note that this dialogue is mainly between the states concerned and not with armed groups such as the M23, thus highlighting the willingness of the stakeholders to work for peace and stability in the region.

The issue of the FDLR, a controversial armed group linked to the genocide in Rwanda, raises complex issues that require a nuanced approach. The position of Thérèse Kayikwamba Wagner, Minister of Foreign Affairs of the DRC, highlights Rwanda’s responsibility in managing this historical issue, while stressing the need for this country to face its past and find ways to resolve it peacefully.

The implicit recognition of the presence of Rwandan troops in the DRC as well as the efforts to neutralize the FDLR illustrate the willingness of States to overcome differences and work together to ensure security and stability in the region. The strategy of neutralizing the FDLR aims to eliminate any pretext that could be used to justify a foreign military presence on Congolese soil.

Despite the persistent challenges posed by the expansion of the M23 in North Kivu province, the Luanda process represents a glimmer of hope for a peaceful resolution of this conflict. The calls for a ceasefire and international pressure demonstrate the strong will of regional and international actors to find lasting and inclusive solutions to end this violence.

In conclusion, the upcoming tripartite summit is of crucial importance for peace and security in the Great Lakes region. By promoting dialogue and cooperation between the States concerned, this meeting offers a unique opportunity to move towards a peaceful resolution of conflicts and to build a more stable and prosperous future for the populations of the DRC and its neighboring countries.
