A new impetus for governance in the DRC: Towards a pragmatic constitutional revision

The issue of revising the Constitution in the Democratic Republic of Congo (DRC) has recently sparked heated debate, following statements by Deputy Prime Minister and Minister of Transport, Jean-Pierre Bemba, on the need for a targeted revision. During a speech on Fatshimétrie, Bemba expressed his support for this initiative, stressing its importance for improving governance in the country.

At the heart of his remarks, the emphasis was placed on the need to review certain articles of the Constitution, such as that on nationality (article 10), the election of governors and senators (article 198) and the provisions relating to ethnic minorities, which were deemed unclear. Insisting on the non-fundamental nature of these revisions, Bemba called for a calm and constructive debate within a commission specially set up by the President of the Republic to examine these issues in depth.

Faced with the various reactions and interpretations that followed these statements, the Mouvement de Libération du Congo (MLC), Jean-Pierre Bemba’s political party, issued a statement to clarify its position. The MLC reaffirmed its support for the constitutional review initiative, even going so far as to fully approve the idea of ​​changing the Constitution if it can strengthen the rule of law and meet the legitimate aspirations of the Congolese population.

In this context of intense debate, the MLC stressed that the proposals put forward by Bemba are primarily aimed at strengthening institutions and better meeting the concrete needs of the Congolese people. According to the party, this is an essential step to breathe new life into governance in the DRC and to consolidate the foundations of a democratic and equitable society.

This position taken by the MLC demonstrates not only its willingness to actively participate in the country’s political developments, but also its pragmatic and inclusive vision of constitutional review. By calling for an open and transparent dialogue, the party shows its determination to work for positive and constructive change within Congolese society.

In short, the challenge of constitutional revision in the DRC is not limited to a simple modification of legal texts, but has a broader dimension, that of building a strong State, respectful of the rights of each and capable of meeting the challenges of the 21st century.
