The Minister of Infrastructure and Public Works, Alexis Gisaro Muvunyi, chaired a strategic meeting with Sicomines and other entities to discuss the Sino-Congolese program. Key points discussed included the importance of financing preliminary studies, the separation of companies in charge of studies from those carrying out the work, the need to start projects on time despite delays and the disbursement of necessary funds. Collaboration and commitment were highlighted as essential for the success of infrastructure projects in the Democratic Republic of Congo.
The Minister of Infrastructure and Public Works, Alexis Gisaro Muvunyi, recently chaired a strategic meeting with a delegation from Sicomines, the Congolese Agency for Major Works (ACGT) and the company Sisc, responsible for implementing the Kinshasa Rocades project. This meeting, which took place in the Minister’s office, aimed to address several key points related to the implementation of the Sino-Congolese program.

During this meeting, Minister Gisaro raised three key issues. First, he highlighted the importance of financing preliminary studies for any infrastructure project. He stressed the need for Sicomines to dedicate a significant portion of its annual funds to these studies, in order to guarantee the success of future projects. In addition, the Minister stressed the importance of separating the companies responsible for the studies from those that carry out the work, to ensure greater transparency and efficiency in the implementation of projects.

Then, the issue of subcontracting was addressed, particularly with regard to projects that have not yet started despite the agreements reached. The Minister urged all parties involved to start work on time, ensuring that the necessary funds are made available to Congolese companies. All stakeholders were given a week to clarify the situation and take the necessary measures.

Finally, the issue of the disbursement of funds was raised. While 30% of the cost of the project should normally be available upon signing the contract, this provision was not respected. The Minister insisted on the need for the financial partner to be diligent in making available the funds necessary for the completion of the projects.

In a spirit of collaboration and common commitment, all stakeholders present at this meeting committed to working actively for the success of the infrastructure projects entrusted to them. It is clear that transparency, careful planning and cooperation between different parties are essential to ensure the success of infrastructure projects in the Democratic Republic of Congo.
