Optimizing Teacher Payments in Congo: A Major Challenge for the Ministry of National Education

The Ministry of National Education and New Citizenship is currently facing a major challenge: the implementation of a map of paying agents in the primary and secondary education sector. This approach, initiated by Minister Raissa Malu Dinanga, aims to ensure a fair distribution of teachers’ salaries and to resolve the dysfunctions that exist within the payment system.

During the 11th Governors’ Conference, the Minister outlined the challenges of this initiative, stressing the importance of ensuring fair access to salaries for all agents in the education sector. Indeed, it is essential that each teacher can receive their salary regularly and without obstacles.

The Minister highlighted the disparities between paying agents, some being more efficient than others in processing payments. This is why a detailed assessment of paying agents is underway, in order to identify the strengths and weaknesses of each and to direct teachers’ pay to the most efficient actors.

This approach is part of a broader desire to improve teachers’ working conditions and ensure the quality of the education provided. At the same time, actions are being taken to resolve problems related to school reports and textbooks, including a project to order new textbooks supported by the World Bank.

Furthermore, the issue of teachers’ strikes is closely linked to that of pay. Measures are being taken to clean up the pay system and recover unduly paid sums, with the aim of settling the salary arrears of unpaid teachers. The Minister also reaffirmed the Government’s commitment to respecting the agreements reached, particularly with regard to teachers’ supplementary pay.

Finally, Minister Raissa Malu recalled the importance of the education and training sector strategy for the years to come, highlighting key areas such as access to education, quality of education and the promotion of governance. Continuing teacher training, integrating information and communication technologies, and strengthening the administration are all priorities to ensure quality education and better management of the education sector.

Ultimately, the main objective of the Ministry of National Education and New Citizenship is to guarantee quality education for all, by ensuring that teachers are paid fairly and equitably. This approach to mapping paying agents is part of a broader vision aimed at improving the Congolese education system and offering students the best possible learning conditions.
