The DGRKAS’s tax barriers in Kasai: Between securing revenue and danger for the population

Abstract: Recent tax collection measures introduced by the Kasai Revenue Authority raise concerns due to dangerous incidents caused by the installation of road barriers. Civil society denounces these practices and calls for safer solutions to ensure the mobilization of tax revenues. It is essential that the government raises awareness of the importance of tax culture, ensures transparency in the use of funds, and supports victims of accidents caused by these barriers. Respect for the rights and safety of citizens must primarily guide the actions of the authorities to ensure equitable development for all.
The recent measures put in place by the Kasai General Directorate of Revenue (DGRKAS) through the installation of barriers for the collection of taxes and duties raise serious concerns among the population and civil society organizations. Since the start of this initiative on November 11, 2024, many incidents have been reported, endangering the safety of citizens.

The action of DGRKAS agents, consisting of using cables to stop motorcyclists, has already caused several victims. Cases of serious injuries have been reported, including that of a septuagenarian and a student, both transported on motorcycles who were hit by these barriers. These incidents have sparked the indignation of Lucha, which strongly denounces these dangerous and unacceptable methods.

It is undeniable that the mobilization of tax revenues is essential for the development of a province. However, this necessity must not be to the detriment of the lives and safety of citizens. It is imperative that the competent authorities find more secure solutions that respect the rights of individuals to ensure the collection of taxes.

In this context, civil society calls on the provincial government to implement awareness campaigns on the importance of tax culture and to promote transparency in the use of public funds. Citizens’ trust in public institutions is crucial to ensure effective cooperation in the payment of taxes.

It is also essential that the authorities take care of the victims of accidents caused by these collection barriers. Solidarity with these injured people must be a priority to demonstrate the authorities’ commitment to the well-being of the population.

In conclusion, if tax collection is essential for the functioning of public services, it must be carried out in compliance with the fundamental rights of citizens. The safety and well-being of the population must be at the heart of the authorities’ actions, in order to guarantee harmonious and fair development for all.
