A crucial decision for health in the DR Congo: End of the partnership for the Cinquantenaire Hospital in Kinshasa

In a major turnaround for the health sector in the Democratic Republic of Congo, the government has decided to terminate the management contract of the Cinquantenaire Hospital in Kinshasa due to serious financial and operational failures. The irregularities include non-disbursement of funds, failure to meet investment commitments, and non-compliant accounting practices. A six-month transition period has been granted to facilitate the transition to government management. This decision underscores the importance of transparency and quality of care, marking a key turning point in the management of health services in the DR Congo.
Fatshimetrie, October 24, 2024 – A decision of significant scope has recently been taken in the health sector in the Democratic Republic of Congo. Indeed, the government has decided to terminate the partnership contract between the Cinquantenaire Hospital in Kinshasa and the management company, following a series of serious breaches. This announcement was made official by a letter from the Ministry of Health addressed to the medical director of the hospital.

Following a careful assessment, irregularities were brought to light, thus motivating the termination of contract No. 1250/CAB/MIN/SP/01//CJ/CPC/OMK/2013. These failures include the non-payment of a sum of 40,000,000 dollars (USD), the non-return of 5% of the hospital’s revenues, as well as the non-compliance with commitments in terms of additional investments, such as the construction of cancer and cardiology centers.

In addition, the General Inspectorate of Finance highlighted other dysfunctions, including the lack of compliance of accounting practices with established standards and the failure to submit the required annual reports. Faced with this situation, the government granted a six-month notice of termination, during which a support committee will work to ensure an effective transition to government management of the hospital.

It should be recalled that the Cinquantenaire Hospital in Kinshasa, managed by the company Padiyath Health Care Sa, was inaugurated with great fanfare in March 2014. Considered one of the best-equipped establishments in the country, it offers a wide range of specialized services, from ophthalmology to neurosurgery, including gynecology, orthopedics, sports medicine, gastroenterology and many others.

This decision to terminate marks a crucial turning point in the management of health services in the DR Congo. It underlines the importance of ensuring the transparency, efficiency and quality of care offered to citizens. There is no doubt that this development will give rise to reflections and actions to guarantee optimal management of health structures, in the best interests of the population.
