Mediation by João Lourenço: A hope for conflict resolution in the Great Lakes

The involvement of Angolan President João Lourenço in the mediation between the Democratic Republic of Congo (DRC) and Rwanda has generated great interest and hopes for the resolution of tensions and conflicts in the region. As the security crisis in eastern DRC continues, recent telephone conversations between João Lourenço, Félix Tshisekedi and Paul Kagame highlight the importance of diplomatic efforts to find lasting solutions.

The signing of the Concept of Operations (CONOPS) in Luanda represents a significant step forward, defining a precise action plan to neutralize the Democratic Forces for the Liberation of Rwanda (FDLR) and promote a disengagement of Rwandan forces. The different phases planned, such as threat analysis, targeted actions and the demobilization of ex-FDLR combatants, demonstrate a strategic and gradual approach to addressing security issues.
