In the Democratic Republic of Congo, the issue of justice reform is a major challenge. Following the conclusion of the work of the Estates General of Justice, a series of crucial actions must now be put in place to implement the recommendations made. One of these important actions is the imminent signing by the Minister of Justice of an order to formalize the creation of a monitoring committee dedicated to supporting the proposed reforms.
It is essential to emphasize that identifying priority actions for the national justice reform policy before 2026 represents a major challenge. It involves putting in place a new action plan aligned with the recommendations of the Estates General, and ensuring the sustainability of the reforms through adequate planning and financing.
The participants’ recommendations highlight the need to strengthen the technical monitoring committee to ensure rigorous planning and effective monitoring of reforms over the coming decade. Indeed, the 359 resolutions adopted during the work of the Estates General demonstrate a desire to cure the Congolese justice system of its ills, while learning from past experiences.
Indeed, the previous reforms of 2015, which resulted in the adoption of 350 resolutions, were hampered by a low implementation rate. It is therefore imperative that the ongoing reforms be monitored exhaustively to ensure their implementation and effectiveness over time.
The establishment of a robust monitoring committee, the definition of clear priority actions and the mobilization of the necessary resources are all essential elements to transform the recommendations of the Estates General into concrete and sustainable actions. It is now time to act and fully engage in the process of reforming justice in the Democratic Republic of Congo.
