The States General of Justice in the DRC: In search of healing for a sick system

The States General of Justice will be held from November 6 to 13 in Kinshasa, on the theme "Why is justice sick? What therapy to cure it?". Initiated by Minister of State Constant Mutamba, this meeting aims to improve the functioning of justice in the DRC. After preliminary popular consultations, the meeting will focus on work in plenary session and in committees. These exchanges promise to provide innovative solutions for more effective and equitable justice in the Democratic Republic of Congo.

The Minister of State in charge of Justice, Constant Mutamba, initiated these meetings with the aim of finding solutions adapted to the various challenges encountered by the Congolese justice system. This approach, initiated during the ninth meeting of the Council of Ministers, demonstrates the government’s commitment to improving the functioning of the judicial system.

The States General of Justice will take place in two distinct phases. The first, which took place from September 19 to October 3, consisted of organizing popular consultations across the various provinces of the country. This preliminary stage aimed to include the voice of all stakeholders at the grassroots level. The second phase, scheduled for the period from 6 to 13 November, will focus on work in plenary sessions and in specialised committees.

The choice of the theme “Why is justice sick? What therapy to cure it?” reveals a deep desire to analyse the structural dysfunctions of the Congolese judicial system.
