The Resumption of Clashes in Kalembe in the DRC: Analysis and Issues

**Current Situation of Clashes in the Kalembe Region of the DRC**

Tensions are once again escalating in the Kalembe region of the Democratic Republic of Congo, as fighting between M23 rebels and VDP/Wazalendo armed groups resumes with renewed vigor. The morning of Monday, October 21, saw intense skirmishes between the two rival forces, affecting the localities of Kalembe and Kishali, located between the territories of Masisi and Walikale.

After a day of violence the previous day, marked by the temporary occupation of Kalembe and Kishali by the M23, conflicting reports are emerging regarding the current situation on the ground. While some sources claim that Guidon Muwisa’s fighters regained control of Kalembe later in the day, others report that the area remains unstable and subject to sporadic clashes.

These clashes come after a relatively calm period, marked by the establishment of a ceasefire on 4 August 2024. However, despite this agreement aimed at easing tensions in the region, the resumption of hostilities raises questions about the stability and sustainability of the fragile peace achieved.

Diplomatic negotiations between the parties involved, represented respectively by Kigali and Kinshasa, have not yet resulted in a definitive settlement of the conflict. The talks under Angolan mediation, which are due to resume on 26 October, are proving to be a real challenge given the complexity of the political and territorial issues at stake.

Given this critical situation, it is crucial to question the different possible interpretations of these events. What are the underlying reasons for the recurring clashes in the Kalembe region? What assessment can be made halfway through the ceasefire in force for several weeks and what are its limits and challenges?

To shed light on these issues, we are pleased to count on the expertise and analyses of Juvénal Munubo, lawyer and analyst of issues in Eastern DRC, Reagan Miviri, lawyer and researcher in Ebuteli, as well as Frederick Amani, associate researcher specializing in political science and international relations. Their insights will be invaluable in understanding the complex issues of the situation and considering prospects for resolving the conflict to restore peace in the Kalembe region.

It is essential to closely monitor the evolution of the situation and objectively analyze the different aspects of the conflict to contribute to its peaceful and lasting resolution. Let us remain attentive and mobilized to support the efforts made for peace and stabilization in the region.
