Tensions escalate between M23 and VDP/Wazalendo: instability persists in Kalembe

Recent clashes between M23 rebels and VDP/Wazalendo armed groups have rekindled tensions in the Kalembe region, on the borders of Masisi and Walikale territories. The clashes intensified on Monday, October 21, marking a break in the apparent lull observed in recent weeks.

These clashes, which had already broken out the day before, led to the temporary control of the localities of Kalembe and Kishali by M23 forces. However, conflicting reports indicate that Guidon Muwisa’s fighters managed to regain control of Kalembe late in the afternoon. Despite this, uncertainty persists regarding the stability of the area, testifying to the fragility of the current situation.

These clashes come at a time when a ceasefire has been in effect since August 4, 2024, aimed at easing tensions in the region. However, the mid-term record of this ceasefire appears mixed, with the resumption of hostilities between the different armed factions, illustrating the persistent challenges in the search for a lasting peace.

In Luanda, Angola, peace talks between the stakeholders, notably Kigali and Kinshasa, are struggling to reach a consensus. The Angolan mediation is trying to find solutions to end this complex regional conflict, with negotiations scheduled to resume on October 26.

To analyze this tense situation, we called on the expertise of Juvénal Munubo, a lawyer and analyst of eastern DRC issues; Reagan Miviri, a lawyer and researcher in Ebuteli; and Frederick Amani, a specialist in political science and international relations. Their informed perspectives will provide relevant insights into the issues and challenges related to this conflict.

In sum, these recent clashes between the M23 and the VDP/Wazalendo highlight the precariousness of the security situation in the region, highlighting the need for a peaceful and lasting resolution of tensions. Local and international actors will have to redouble their efforts to find viable solutions and establish lasting peace for the populations affected by this conflict.
