Significant progress but the road to resolving tensions between the DRC and Rwanda remains fraught with pitfalls

The summit between the DRC and Rwanda in Luanda raised high expectations for the resolution of tensions between the two countries. Despite the progress made at this fifth ministerial meeting, expectations of an immediate agreement remained unfulfilled.

Congolese Minister of State Thérèse Kayikwamba Wagner stressed the importance of the discussions as a first step towards an amicable resolution of the disputes. She stressed the need to respect the sovereignty and territorial integrity of the DRC, insisting that any approach must comply with the standards of international law and the Charter of the United Nations.

The ongoing process is delicate and requires careful consultation. The ministers entrusted the Angolan mediation with the responsibility of developing a “Concept of Operations” (Conops) that will define the modalities for implementing future agreements. This approach, based on respect for the stages and international principles in force, aims to ensure a lasting resolution of the conflicts.

Despite these advances, it is essential to keep in mind that the search for an agreement cannot be done in a rushed manner. Caution and transparency must frame any negotiation process to ensure viable and lasting solutions.

The outcome of this ministerial meeting demonstrates that the path to an agreement between the DRC and Rwanda can be long and complex. This gradual journey is necessary to strengthen mutual trust and achieve satisfactory results for all parties concerned.

In conclusion, although the progress made at this meeting is significant, it is clear that the road to a final agreement is still strewn with pitfalls.
