Historic step towards pacification: Major agreement reached at tripartite meeting on FDLR

Fatshimetrie is an online news media that closely followed the fifth tripartite meeting of the Ministers of Foreign Affairs of the DRC, Rwanda and Angola held in Luanda in October 2024. During this meeting, a crucial agreement was reached on the Harmonized Plan for the Neutralization of the FDLR and the reduction of Rwandan defense measures, marking a significant step forward in the efforts to pacificate the region.

The ministers present, Thérèse Kayikwamba Wagner of the DRC, Olivier Nduhungirehe of Rwanda, and Tete António of Angola, worked together to consolidate the ceasefire in force since August 2024 and to define the next concrete steps for the implementation of the Harmonized Plan. This joint approach and the concerted decision-making between the three countries demonstrate a real desire to move forward towards conflict resolution and strengthening regional cooperation.

The agreement on the activities and responsibilities to be undertaken to neutralize the FDLR and ease defensive measures is the result of a constructive and engaging dialogue between stakeholders. Experts from the three countries were tasked with preparing a detailed plan that will serve as a roadmap for the effective implementation of these commitments, which will be followed up at the next ministerial meeting.

This tripartite meeting also provided an opportunity to address outstanding security issues and reaffirm the commitment of the parties to find lasting solutions for a lasting regional peace. The draft peace agreement proposed by the Angolan Facilitation was at the heart of the discussions, stressing the importance of a comprehensive and inclusive approach to stabilize the region and promote reconciliation.

The next step in this process, to be defined at the next ministerial meeting, will be crucial to ensure an effective and coherent implementation of the decisions taken in Luanda. This dynamic of cooperation and dialogue between the countries of the region constitutes a positive step towards building a peaceful and prosperous future for all the inhabitants of the Great Lakes region.

Fatshimetrie will continue to closely follow these developments and provide its readers with in-depth and analytical coverage of regional news, highlighting the progress, challenges and prospects for a sustainable and inclusive peace.
