Since the 19th summit of the Francophonie held in Paris on October 4 and 5, attention has been focused on the succession of the current Secretary General of the International Organization of the Francophonie (OIF), Rwandan Louise Mushikiwabo. The Democratic Republic of Congo (DRC), as the leading French-speaking country by the number of speakers, aspires to play a major role in choosing the next personality who will take the reins of this international organization.

President Félix Tshisekedi, although he did not attend the closed-door meeting of heads of state and government, reportedly expressed, through behind-the-scenes discussions, the desire to see a Congolese figure succeed Louise Mushikiwabo. Among the names circulating for this potential succession, that of Bestine Kazadi Ditabala keeps coming up. This lawyer, writer and current Minister Delegate in charge of Cooperation and Francophonie, has followed a remarkable trajectory within the Congolese government.

Having held important positions with President Tshisekedi and the OIF, Bestine Kazadi embodies a figure who could represent the DRC within the OIF. Her experience and diplomatic skills make her a potential candidate for this prestigious position. However, legal considerations could work against her, in particular due to certain adjustments to the conditions of candidacy made by Louise Mushikiwabo.

Despite these issues, the DRC was able to capitalize on the Francophonie summit, in particular thanks to the adoption of a resolution supporting the territorial integrity of the country and condemning any unauthorized foreign military intervention. This strengthened the DRC’s position within the OIF and highlighted the importance of continuing diplomatic efforts in the Francophone space.

The appointment of the next Secretary General of the OIF is a major issue for the Francophonie and for the DRC in particular. Bestine Kazadi represents an intriguing possibility for the position, but diplomatic games and selection criteria could work in his favor or against him. Ultimately, the future of the Francophonie and the DRC’s role within it will depend on the decision taken at the upcoming Francophonie summit in Cambodia.
