The fight against illicit trafficking of minerals: Revealing progress in South Kivu

The IOM (International Organization for Migration) recently unveiled the results of a crucial study on the fight against illicit mineral trafficking in the South Kivu province. This study, funded by the United States of America through the Bureau of International Narcotics and Law Enforcement Affairs (INL) of the US Department of State, has proven to be a true exercise in redemption and transparency, aimed at strengthening a responsible mineral trade mechanism, while combating illicit trafficking.

At the heart of this comprehensive analysis were two major objectives: to strengthen the security of mining sites and to effectively combat illegal practices related to minerals in the South Kivu region. Fortunat Maronga, IOM Police Support Project Manager, expressed satisfaction with the results obtained, highlighting a significant improvement of nearly 25% in various key areas such as mine site security and actions to eradicate illicit mineral trade.

This accountability approach by IOM is of paramount importance, demonstrating the commitment to transparency and close collaboration with local authorities. The final evaluation of this project in South Kivu, the third phase of a programme already extended to 6 territories, has shown significant progress and undeniable achievements.

IOM’s interventions have clearly borne fruit, with a reduction in cases of fraud and better traceability of minerals, but some nuances have been noted. Challenges persist, particularly with regard to gold trafficking which remains a major problem in the region, providing insight into the specific issues of each type of mineral and the need for tailor-made solutions.

The positive impact of this project is felt throughout the community, with local actors such as civil society and the Congolese National Police expressing a sense of satisfaction with the progress made. The recommendations made at the end of this presentation aim to consolidate security advances and strengthen the fight against mining fraud to ensure sustainable development in the sector.

In short, this IOM initiative in South Kivu province represents a significant step towards more responsible and transparent management of mineral resources, essential for the stability and prosperity of the region. The encouraging results demonstrated during this study illuminate the path towards more sustainable and ethical practices, calling for continued collaboration between the different actors to ensure a positive future for all the inhabitants of South Kivu.
