The launch of the publication phase of the alphabetical and digital directories of civil servants in the Democratic Republic of Congo, an event with major implications, is a significant step towards the reform of workforce management and payroll within the public administration. Under the leadership of Jean-Pierre Lihau, Deputy Prime Minister in charge of the Civil Service, this initiative aims to highlight transparency and efficiency in the management of human resources in the State.
During this first phase, which focused on the central services and urban divisions of Kinshasa, 113,577 agents were duly validated out of the 450,274 initially declared. The necessary adjustments for delays or omissions will be taken into account in future publications. It is important to emphasize that this approach is not limited to the simple creation of a directory, but that it symbolizes the government’s stated desire to fight against fictitious agents and to guarantee transparent and responsible management of human resources in public administration.
This step marks a significant step forward in the framework of the Government’s Action Program 2024-2028, led by Prime Minister Judith Suminwa, and which aims to modernize the Congolese public administration. By putting in place tools for monitoring and certifying staff, the government seeks to establish more efficient and transparent governance, while putting an end to harmful practices such as the phenomenon of fictitious agents that weigh down public finances.
At the same time, this initiative strengthens citizens’ trust in the State by demonstrating its desire to guarantee responsible use of public funds and promote a culture of accountability. The publication of directories of certified civil servants is thus an important step towards a more efficient, transparent public administration that serves the interests of the population.
