In a context marked by the rise of corruption in the Democratic Republic of Congo (DRC), the Public Expenditure Observatory (ODEP) recently launched an urgent appeal to the government to strengthen the powers of the Court of Auditors. This plea, issued in a press release published on Friday, September 13, demonstrates the urgency of the situation and the need to take concrete measures to combat this scourge that undermines the country’s development.

ODEP insists on the need to amend the organic law governing the functioning of the Court of Auditors in order to allow it to fully exercise its control and sanction missions. The extension of the powers of this institution in terms of budgetary discipline, particularly with regard to political authorizing officers such as ministers and governors, is an essential point of this reform. Similarly, the ability of the Court of Auditors to directly seize the bank accounts of those involved in corruption cases is a strong measure that could deter malicious actors.

The confiscation and restitution of illegally acquired funds or assets, the systematic transmission of public procurement contracts to the Court of Auditors, are all measures proposed by ODEP to strengthen the fight against corruption. These recommendations underline the importance of putting in place effective tools to track down and punish acts of embezzlement that benefit a minority to the detriment of the majority.

Beyond the legal and institutional aspects, the fight against corruption requires the mobilization of all actors in society. Civil society organizations play a crucial role in raising awareness among the population, denouncing fraudulent practices and calling for accountability of the authorities. It is essential that President Félix Tshisekedi and parliamentarians support this legislative reform to enable the Court of Auditors to fully accomplish its mission of control and sanction.
