In the heart of Kasaï Central, a pressing call for the rigorous application of the principles of transparency and compliance in the public procurement process resonated during the workshop dedicated to the dissemination of control manuals. This event, chaired by Pierrot Mutela, provincial minister in charge of the Budget, highlighted the crucial importance of respecting procedures to ensure sound management of public funds.

In a strong statement, the minister stressed the imperative of setting up publicity mechanisms around each phase of procurement. This approach aims to ensure fairness and informed participation of bidders, by offering them the opportunity to familiarize themselves with the requirements and criteria to be met in order to apply adequately.

The Public Procurement Regulatory Authority (ARMP), as a key pillar of this process, is given a major role in raising awareness, training and supervising the stakeholders involved. Its mandate also includes conducting internal and external audits, aimed at ensuring the compliance of contracts concluded and identifying possible irregularities to be corrected.

Faced with the observed abuses and attempts to circumvent established rules, it has become imperative to restore order and integrity in this strategic sector. Professionalizing practices, improving controls and preventing fraud are essential levers for establishing a culture of good governance and transparency within public procurement.

Ultimately, consolidating control mechanisms, cleaning up practices and promoting transparency are essential prerequisites for ensuring efficient and ethical management of public resources. The commitment of the actors, the collaboration between the different bodies involved and the political will to ensure that the rules of the game are respected will contribute to strengthening citizens’ confidence in the administration and promoting an environment conducive to the economic and social development of the province of Kasaï Central and beyond.
