Democratic Republic of Congo: DIEF, a lever for economic and financial development

The Council of Ministers of August 16, 2024, chaired by Head of State Félix Tshisekedi, was the scene of an announcement of great importance for the National Intelligence Agency (ARN) in the Democratic Republic of Congo. Indeed, during this meeting, the President clarified the role of the new Department of Economic and Financial Intelligence (DIEF) recently created within the ARN.

The DIEF, the result of a presidential order dated August 9, 2024, should not be seen as an entity intended to replace existing services with similar missions. On the contrary, its main focus lies in in-depth reflection on economic and financial issues, both nationally and internationally. It is called upon to play a crucial role in the DRC’s bilateral and multilateral relations with other countries and partners.

President Tshisekedi highlighted the non-intrusive nature of the DIEF, stressing that its interventions must be in line with security reasons and not disrupt the Congolese economic fabric. He also stressed the need for this department to act in a coordinated manner with other structures operating in the sector. In addition, the DIEF is assigned the missions of anticipation and alert, aimed at strengthening the competitiveness of the DRC on the international scene.

This initiative, although innovative, is part of a logic of development and strengthening the country’s economic position. Indeed, by promoting a proactive and coordinated approach to economic and financial intelligence, the Congolese government shows its willingness to place the country in a dynamic of increased growth and competitiveness.
