The Council of Foreign Ministers of the European Union recently decided to sanction nine individuals and one entity involved in serious human rights violations in the Democratic Republic of Congo (DRC). These restrictive measures aim to put an end to the persistent acts of violence, instability and insecurity in the east of the country.
The Alliance Fleuve Congo (AFC) and its political leader Corneille Nangaa Yobeluo, as well as influential members of the Mouvement du 23 Mars/Armée révolutionnaire congolaise (M23/ARC) and the Forces démocratiques pour la libération du Rwanda – Forces combattantes Abacunguzi (FDLR-FOCA), were targeted by these sanctions. These armed groups are responsible for serious human rights violations, ranging from murder to sexual violence and the recruitment of child soldiers.
The EU sanctions include a travel ban and an asset freeze on the individuals designated. Furthermore, EU citizens and companies are now prohibited from financially supporting these individuals. These restrictive measures come on top of those already in place since 2016, when similar sanctions were imposed under the regime of former President Joseph Kabila.
The designation criteria were amended in 2022 to allow for a more effective response to actors supporting armed conflict, instability and insecurity in the DRC. This development demonstrates the EU’s continued commitment to combating human rights violations and promoting stability in the region.
