**Road control barriers on the RN1 between Kenge and Kinshasa: towards a necessary reform**
The multiplication of road control barriers on national road number 1 between Kenge and Kinshasa, denounced by the Kwango civil society consultation framework, raises crucial questions about the impact of these measures on road users. While these barriers were erected in the context of national security in the face of Rwanda’s alleged aggression against the country, it is clear that they have become a source of undue hassle for travelers.
Symphorien Kwengo, vice-president of the Kwango civil society consultation framework, highlights the burden represented by these seventeen checkpoints over a distance of nearly 260 kilometers. Systematic searches and arbitrary demands for payment imposed on passengers on public transport or private vehicles create a situation of unjustified stress and discomfort. Beyond legitimate security concerns, there is an urgent need to rethink these practices which affect the flow of traffic and the quality of citizens’ travel experience.
The reaction of Deputy Prime Minister and Minister of National Defense, Guy Kabombo Muadiamvita, who pledged to examine the situation closely, is encouraging. It is imperative to find a lasting solution that reconciles security requirements and respect for the rights of travelers. Control measures must be rationalized, harmonized and justified to avoid any form of abuse and abuse.
It is essential to establish a clear and transparent regulatory framework to govern road control operations, by involving the stakeholders concerned and promoting a collaborative approach between the authorities and civil society. The objective is to guarantee the safety of citizens while preserving their dignity and freedom of movement.
In conclusion, the current situation of road control barriers on the RN1 between Kenge and Kinshasa calls for an in-depth reform, based on consultation, responsibility and respect for the fundamental rights of citizens. It is time to act to improve the quality of life of people using this crucial route and to strengthen trust between the authorities and the population.
