Major progress: Development of the internal regulations of the Senate in progress

Fatshimetrie, the pioneering site for online political information, provides you with a preview of the report on the work to develop the Senate’s internal regulations. A crucial step has just been taken with the submission of the report to the provisional office of the Senate, chaired by Pascal Kinduelo, on Monday June 24 at the People’s Palace, by the president of the commission Christophe Lutundula.

This progress marks the start of an essential democratic process, preceding the convening of the plenary to debate the content of the internal regulations. Indeed, senators will have the opportunity to analyze in depth the proposals resulting from the committee’s work, and to formulate possible amendments which will enrich the final text.

Pascal Kinduelo underlined the importance of this general debate, which will allow the diversity of opinions and experiences of senators to shed light on and contribute to the drafting of fair and balanced internal regulations. Once adopted in plenary, these regulations will mark the transition to the next phase: the election and installation of the final office.

Christophe Lutundula, president of the special commission responsible for developing the internal regulations, was keen to underline the rigor and seriousness with which the work was carried out, despite a few additional days necessary to complete a quality project. Made up of 300 articles, the internal regulations govern the organization and functioning of the Senate, in accordance with the constitutional and legal principles of the Republic.

The Constitutional Court will then have the duty to verify the conformity of the text with the constitutional standards in force, before its final application. These rules govern the rights and duties of elected officials, political and administrative staff, as well as any person present in the Senate. They are the guarantor of the smooth running of the country’s democratic institutions.

In short, the development of the Senate’s internal regulations is a crucial process in consolidating the rule of law and democracy within Parliament. This report marks a significant step forward in the political life of the Republic, testifying to the commitment of political actors to strengthening institutions for transparent and equitable governance.
