Citizen Participation: A Pillar of Local Development

Fatshimetrie: Population Participation in the Preparation of Local Development Plans

As part of local development planning, the involvement of the population is a key component to guarantee sustainable results adapted to the real needs of the communities. It is in this perspective that Chirac Joachim Siriyake, head of division of Decentralization and institutional reform in North Kivu, underlines the importance of consulting citizens for the development of local development plans.

According to Mr. Siriyake, the decentralization process allows each territorial entity to define its development vision through a structuring tool: the local development plan. This strategic document, by being established in a participatory manner, offers the possibility to different segments of the population to express their needs and to define together the development priorities of their territory.

The participatory approach promotes collective ownership of local issues and allows for more democratic and transparent decision-making. By involving citizens in the development of local plans, it becomes possible to take into account contextual realities, cultural specificities and the real needs of the population.

Furthermore, this participatory approach helps to strengthen residents’ sense of belonging to their territory and to promote inclusive and responsible governance mechanisms. By giving voice to the population, we promote not only economic and social development, but also the consolidation of local capacities and community cohesion.

It is therefore essential that local authorities continue to encourage citizen participation in the development of local development plans. This inclusive and collaborative approach is a guarantee of success for sustainable and beneficial initiatives for the entire community.

In conclusion, the participation of the population in local development planning is an essential vector for harmonious and balanced growth of territories. By giving citizens the opportunity to actively contribute to the development of policies and projects, we promote more democratic and transparent governance, while ensuring relevant and beneficial results for society as a whole.
