At the heart of the political turmoil: The DG of the DGRK under fire from criticism

In this year 2024, the director general of the Directorate General of Revenue of Kinshasa (DGRK) finds himself at the heart of a political storm with the announcement of a motion of no confidence against him. This decision was made public during the closing of the general debate which followed an inquiry concerning the management of the capital’s financial institution.

The criticisms made against the DG, Michée Musaka, mainly relate to his management of the personnel and assets of the DGRK. Concerns have been raised about the evolution of the number of agents within the administration. The director general tried to provide explanations during his speech before the provincial assembly.

According to his statements, the number of staff would not have increased significantly over the years, going from 2,280 agents in 2020 to 4,038 agents in 2023. In addition, he stressed that he was not competent to appoint directors within the DGRK, this prerogative falling to the governor. These explanations, however, did not convince the questioner, Steeve Mulumba, who announced through provincial deputy Nicolas Wemankoy his intention to table a motion of no confidence.

The procedure for the motion of no confidence involves a particular process which requires the support of a minimum number of provincial deputies to be able to be voted on. If this motion succeeds, it could lead to the dismissal of the director general of the DGRK. It should be noted that this arrest follows demands expressed by agents and executives of the DGRK, particularly with regard to their working conditions, bonuses and benefits to which they are entitled.

This situation echoes the issues of transparency and good governance within public institutions, highlighting the importance of responsibility and accountability of managers. The outcome of this political conflict remains to be seen, as eyes turn to the next stages of the motion of no confidence procedure.
