Prioritizing the six pillars of Government: the key to provincial development

At the heart of the management of the provinces of the Democratic Republic of Congo, the Deputy Prime Minister of the Interior, Jacquemain Shabani, recently reminded provincial governors of the importance of prioritizing the six pillars of Government. During an information session held in Kinshasa, he stressed that these priority areas are essential to guarantee the development and stability of provincial jurisdictions.

According to Jacquemain Shabani, it is essential that governors put in place strategies aimed at maximizing national and local revenues. He also encouraged them to explore all avenues to stimulate sources of income in accordance with existing laws. The computerization of revenue collection systems has also been highlighted as a way to enhance the transparency and efficiency of financial operations.

Another important recommendation from the Deputy Prime Minister is to promote interprovincial and international cooperation, while enhancing the association of the provinces. He underlined the importance of the retrocession of funds in favor of territorial entities, hitherto called “poor parents”, while encouraging governors to develop clear roadmaps for effective monitoring of actions undertaken.

Jacquemain Shabani insisted on the need to establish security governance by establishing provincial and local security committees, bringing together key security and civil society actors. He also encouraged governors to adopt transformational leadership to effectively mobilize local resources for grassroots development.

This information session, organized by the National School of Territorial Affairs, was closed by the delivery of notifications of the presidential orders marking the inauguration of the governors and vice-governors of the provinces. An important step to formalize the new directions and commitments of provincial authorities in favor of progress and territorial cohesion.
