Governor Ganduje had also created four new Emirates, bringing their number to five.

In order to avoid any clashes between the supporters of the two rival Emirs, Gumel had recommended that Sanusi and Bayero pray in different mosques: Nasarawa for Bayero and Sheikh Tijjani for Sanusi.
