In the Democratic Republic of Congo, government reshuffles always provoke strong reactions. The recent Suminwa Government does not escape criticism, due to the notable absence of the Ministry of Decentralization among its members. This shortcoming led Maître Vincent Ngoy, a law professor, to address an urgent appeal to President Félix Tshisekedi for the integration of a minister dedicated to Decentralization and Institutional Reforms.

The stakes are high, since decentralization represents an essential pillar of the reforms envisaged by the Head of State during his term. Indeed, during his election campaign, Félix Tshisekedi had highlighted his commitment to decentralization and the modernization of institutions. Thus, the absence of a ministry specifically dedicated to these issues within the Suminwa Government appears to be an inconsistency that must be rectified.

Maître Vincent Ngoy rightly points out that the Ministry of the Interior, currently in charge of Decentralization, is already in high demand throughout the national territory. Entrusting this task to a dedicated minister would allow for more efficient and better targeted management of issues related to decentralization. In addition, this appointment would help to strengthen the visibility and importance given to this crucial aspect of government policy.

Furthermore, the law professor highlights the case of the Ministry of Vocational Training, which could have been integrated into the Ministry of National Education. This comparison highlights the need to treat Decentralization and Institutional Reforms as distinct and priority areas, deserving special attention and specific expertise.

In conclusion, Maître Vincent Ngoy’s request is part of a logic of optimizing resources and strengthening territorial governance.
