In recent years, a disturbing report on the expenses of the Congolese Parliament has sparked indignation and questions among the population. Between 2021 and 2023, the figures revealed highlighted an alarming financial reality: 1.1 billion USD spent, with unequal distribution between the National Assembly and the Senate.
This report, entitled “The biface of the Congolese Parliament: A controller to control”, raises crucial questions about the budgetary management of the two chambers of Parliament. Overwhelming figures reveal an overrun of USD 298.9 million, highlighting the budgetary nature of these institutions.
The specific details of the spending are equally troubling. The National Assembly, under the leadership of Christophe Mboso, spent 90.2 million USD, including 4.5 million planned for the acquisition of 26 buses. However, the use of these funds has raised concerns, particularly due to the massive and abusive recruitment of staff, far exceeding the limits set by regulatory texts.
Valéry Madianga, coordinator of the Center for Research in Public Finance and Local Development, declares having carried out a careful compilation of nearly 500 documents, in addition to interviews with administrative staff and parliamentary assistants. Unfortunately, despite their efforts, no response from the Houses of Parliament has been obtained.
Faced with this worrying situation, the CREFDL recommends firm action by the General Inspectorate of Finance and the Court of Auditors. A joint fact-finding mission is considered imperative to clarify this excessive spending and guarantee responsible governance within the Congolese Parliament.
