The debate on dual nationality in the Democratic Republic of Congo: between aspirations and national issues

The debate on the question of dual nationality in the Democratic Republic of Congo is a complex and delicate subject which raises important issues both at the political and societal level. In a context where many Congolese living abroad legitimately aspire to be able to enjoy their dual nationality, President Félix Tshisekedi recently addressed this issue during his speech on May 1, 2024.

President Tshisekedi stressed the importance of addressing this issue with caution and reflection, highlighting the challenges and risks that such a reform could generate. He notably mentioned the security issues linked to the situation in the east of the country, where the presence of elements hostile to the Congolese nation complicates the making of rapid decisions.

The call for patience launched by the Head of State highlights the need to find a balance between the legitimate aspirations of the Congolese abroad and the imperatives of security and national unity. The question of the identification of Congolese living abroad by ONIP is part of this approach to seeking adapted and concerted solutions.

Furthermore, the mention of cases of naturalization of foreigners who have become Congolese highlights the complexity of the issues linked to nationality. President Tshisekedi highlighted the need to examine these situations with discernment, in order to guarantee equitable access for everyone to responsibilities and functions within the Congolese nation.

The question of dual nationality therefore remains a key subject in the Congolese political landscape, giving rise to debates and various positions within the political class. Voices, particularly within the opposition, have spoken out in favor of the legalization of dual nationality, while setting limits as to the countries concerned by this measure.

In conclusion, reflection on dual nationality in the Democratic Republic of Congo is a major issue which requires a careful, balanced and concerted approach. The aspirations of the Congolese in the diaspora must be taken into account, while taking into account security challenges and the imperatives of national unity. President Félix Tshisekedi calls for in-depth and wise reflection on this complex issue, in the best interests of the Congolese nation.
