On Saturday, April 20, 2024, a significant meeting transpired between the delegation of the “Exceptional Women of Congo” Association and Prime Minister Judith Suminwa Tuluka. The delegation, under the leadership of Lydie Omanga, the association’s president, presented critical issues to the Prime Minister regarding women’s representation in the government and the urgent need for reforms across various key sectors of public administration.
The primary focus of this meeting was to advocate for results-based management within the upcoming government by establishing a performance evaluation plan to assess the effectiveness of each government member. This strategy aims to incentivize ministers to work more efficiently towards accomplishing the set objectives for President Félix Tshisekedi’s second five-year term.
The “Exceptional Women of Congo” Association aims for a more substantial representation of women in the next government, aspiring to achieve a 35% inclusion rate. This goal reflects a broader desire to enhance women’s presence at the highest decision-making levels, ensuring inclusive governance that mirrors the diversity of Congolese society.
Moreover, the delegation emphasized the necessity of implementing reforms in the justice sector to combat impunity and uphold a robust rule of law that respects the fundamental rights of all individuals. Women leaders participating in the meeting highlighted the urgency of modernizing public administration by depoliticizing it, rejuvenating its workforce, and clarifying roles and responsibilities within governmental structures.
The discussion also touched upon promoting the gender agenda, with a strong call for enforcing Law No. 15/013 of August 1, 2015, concerning parity and women’s rights. The association members proposed concrete measures to facilitate women’s access to leadership positions, such as introducing progressive quotas and establishing a database of female talents in both public and private sectors.
At the conclusion of the meeting, a firm commitment was made to hold regular follow-up sessions to track the progress of these proposals and ensure the effective implementation of the recommendations. The “Exceptional Women of Congo” Association and the Prime Minister have set the stage for a productive and collaborative partnership to advance gender equality and reinforce democratic governance in the Democratic Republic of Congo.
