The recent uncovering of subcontracting fraud in the Democratic Republic of Congo (DRC) sheds light on a concerning economic scandal that has been operating in the provinces of Lualaba and Haut-Katanga. This fraudulent network involves nine subcontracting companies working for mining giants such as METALKOL, FRONTIER, BOSS MINING, and COMIDE, revealing a scheme where local Congolese shareholders are used as nominees to hide the true beneficiaries of lucrative contracts.
The Regulatory Authority for Subcontracting in the Private Sector (ARSP), led by Director General Miguel Kashal Katemb, has exposed this deceitful strategy employed by the Eurasian Resources Group (ERG), owned by Russian and Kazakh individuals. By establishing companies like ROCADA, ROCHE SOLIDE, STANDAR RELIABLE, TECHNOLOGIES GLOBAL, ETALON SA, SURTEK, SOCOM, TRANSVERSAL, and VISION, Congolese shareholders are given fictitious shares, concealing the vast financial gains predominantly benefiting foreign multinationals.
The financial figures disclosed during the investigation are staggering, with a total turnover of 535,369,909.67 USD in 2023 allocated among these subcontracting entities working with METALKOL. Despite these enormous sums, local shareholders receive minimal remuneration annually, neglecting the substantial dividends generated by the companies they supposedly represent.
This exploitation not only deprives the Congolese population of its rightful economic benefits but also stifles the country’s potential for fostering a thriving national middle class. The ARSP, under Miguel Kashal’s resolute leadership, is determined to mete out severe penalties for these infringements and restore equitable economic justice for the Congolese people.
This scandal goes beyond fraudulent activities, exposing a systemic imbalance that sacrifices the DRC’s development in favor of external interests. In a nation abundantly rich in natural resources, the rampant exploitation of its people must no longer be tolerated. It is imperative to eradicate this culture of exploitation and implement stringent measures to secure genuine economic and social sovereignty for the Congolese populace.
