“Humanitarian emergency: prison overcrowding and shortage of magistrates in Kalemie, an ignored crisis”

In the province of Tanganyika, the alarming situation of prison overcrowding at Kalemie prison is exacerbated by a lack of magistrates in the peace courts. According to the provincial coordinator of the National Human Rights Commission (CNDH), Dieudonné Kabulo, this shortage of magistrates hinders the processing of defendants’ cases, leaving many cases unresolved.

This critical situation has worrying repercussions, not only on access to rapid and fair justice for litigants, but also on prison overcrowding. Indeed, due to a lack of judgments rendered, remand centers find themselves overcrowded, endangering the lives of detainees. We thus deplore deaths due to inhumane conditions of detention, such as suffocation in overcrowded cells.

Dieudonné Kabulo launches an urgent appeal to the Superior Council of the Judiciary to find urgent solutions to this problem. He underlines the urgency of assigning magistrates to the peace courts in the province of Tanganyika, in order to guarantee the proper functioning of justice and to relieve the pressure on penitentiary establishments.
