Title: Rwanda expresses opposition to UN support for SADC Force in DRC
Introduction :
Rwanda recently expressed its opposition to the support of the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO) to the Southern African Development Community (SADC) Force. In correspondence addressed to the UN Security Council, Rwandan Minister of Foreign Affairs and International Cooperation, Vincent Biruta, attempted to block this support, warning of the harmful consequences of such an initiative. Rwanda thus raises concerns regarding the escalation of the conflict in eastern DRC and calls for a peaceful resolution of the crisis.
Rwanda’s opposition:
In his correspondence, the Rwandan Minister of Foreign Affairs emphasizes that the Security Council has requested MONUSCO to provide limited logistical and operational support to the SADC Force, deployed in eastern DRC. However, he warns of the consequences of such support, arguing that it would reinforce the DRC’s desire to seek a military solution rather than a negotiated, peaceful one.
Rwanda also accuses the international community of ignoring the root causes of the conflict in the region. Minister Biruta warns of the dangers of such an initiative, including the erosion of a peaceful resolution to the crisis, the resurgence of ethnic confrontations and the risk of regional conflict.
Rwanda’s role in resolving the crisis:
Despite its opposition to UN support for the SADC Force, Rwanda says it is ready to play a role in seeking a peaceful resolution to the conflict in eastern DRC. The country is also taking preventive and defensive measures against the declared intentions of the presidents of the DRC and Burundi to overthrow its government, as well as against the threat of Rwandan genocidal forces operating in the region.
The deployment of the SADC Force in the DRC:
The SADC Force in the DRC was deployed in December 2023 with the aim of supporting the Congolese government in its efforts to restore peace and security in the east of the country. This region is affected by recurrent conflicts and strong instability due to the presence of armed groups. Unfortunately, this engagement has already cost the lives of two South African soldiers, and the Congolese government accuses Rwanda of being behind this attack.
