“The governor of the Kongo-Central province summoned to Kinshasa following the security incidents in Kimpese: The authorities under fire from criticism”

The governor of the Kongo-Central province, Guy Mbadu, is the subject of a summons to Kinshasa following the security incidents that occurred in Kimpese at the end of January. An interministerial commission was set up by the government to shed light on these events, which led to loss of life and significant material damage in the locality.

This interministerial delegation, composed of the Minister of Human Rights, Albert Fabrice Puela, the Deputy Minister of the Interior, Molipe Mandongo Jean-Claude and the Deputy Minister of Justice Mambulau Mbemba Thadée, worked from February 1 to 3. During these three days, she met the local political-administrative authorities and the active forces of the city of Kimpese, in the territory of Songololo.

The findings of the investigation highlight several failings on the part of provincial and local authorities. The governor of Kongo-Central province is accused of lacking a sense of anticipation and coordination in matters of security, despite the reports sent to him by the competent services. In addition, he is accused of not having taken initiatives to identify and repress the perpetrators of the crimes, denounced by the civil and military prosecutors.

The report of the interministerial commission also highlights the laxity of certain elements of the local police towards delinquents, which has generated distrust on the part of the population. Following this situation, the sixty-seven police officers stationed in Kimpese were transferred to other localities in the province.

Beyond these findings, it is important to emphasize the need to put in place concrete measures to strengthen security and the maintenance of order in the Kongo-Central province. It is crucial to improve coordination between local and provincial authorities, strengthen the capacities of law enforcement and adequately suppress criminal acts.
