“In-depth reading of the internal regulations of the Congolese National Assembly: a crucial step for the political transition in the DRC”

The National Assembly of the Democratic Republic of Congo (DRC) is currently in a period of significant political transition. Following the breakup of the FCC-CACH coalition and the appointment of an informant to identify a new majority, many deputies changed political allegiance, which made certain provisions of the Assembly’s internal regulations obsolete.

Faced with this situation, Christophe Mboso, president of the age office of the National Assembly, asked the deputies to carry out a careful reading of the internal regulations in order to determine whether it is necessary to make changes. This initiative aims to make the functioning of the parliamentary chamber more fluid and to adapt the rules to the new political realities of the country.

In the previous legislature, certain opposition parliamentary groups had lost members who joined the Sacred Union, which led to the creation of numerous non-registered deputies. To remedy this situation, more than 50 deputies proposed changes to the regulations, particularly with regard to the number and conditions for creating parliamentary groups, as well as the declaration of belonging to the opposition or the parliamentary majority.

However, these proposed modifications were not adopted due to non-compliance with the procedure for distributing working documents to deputies. This shows the importance of prior and careful reading of the internal regulations, in order to allow MPs to absorb any proposed changes.

Christophe Mboso’s request comes in a turbulent political context, where political alliances are evolving rapidly and where the composition of the parliamentary majority is constantly changing. This in-depth reading of the internal regulations will allow deputies to take into account the changes that have occurred and adapt the operating rules of the Assembly accordingly.

It is important to emphasize that the objective of this approach is not only to resolve administrative issues, but also to promote a climate of trust and transparency within the National Assembly. By clarifying the operating rules and adapting them to new political realities, deputies will be able to work more efficiently and constructively to meet the expectations of the Congolese population.
